Powers and Duties of the School Board 

The powers and duties of the School Board are enumerated in The School Code of Illinois. The School Board also functions with the framework of laws, court decisions, standards and directives of the State Board of Education and similar mandates from the state and national levels of government.

 

The powers and duties of the School Board generally include:

  • Formulation and adoption of policies governing the organization of the schools and the procedures to be used in their operation;

  • Appointment of all staff members and determination of their compensation;

  • Approval the annual budget, tax levies, major expenditures, payment of obligations, annual audit and other aspects involving the financial operation of the district;

  • Provision for the construction and maintenance of adequate physical facilities;

  • Approval of courses of study, textbooks and educational services to be provided;

  • Evaluation of the effectiveness of the educational program through consideration of studies and reports;

  • Interpretation of the activities and operations of the schools to the community and representing the needs and desires of the community in educational matters.

 

Official decisions of the School Board can be reached only at duly constituted School Board meetings. Individual School Board members or groups of School Board members do not have independent authority to speak for the Board and shall make no out-of-meeting commitments on behalf of the School Board unless directed to do so at an official Board meeting.
